Referendum Moot?
Opponents of HB 7, who are seeking to put the issue of Internet cafes before the voters, are in the final days of attempting to secure the 71,000+ valid signatures still needed to get the issue on the 2014 ballot. Efforts may be for nothing. SB 141 was passed by the Senate in June. The bill is now before a House committee where action is expected in the next several weeks. SB 141 caps sweepstakes business at 5% of a business’s gross annual revenue, which would put Internet cafes out of business. SB 141 also contains an emergency clause which means, if passed, it would become effective immediately and would not be subject to a referendum.
