Skilled-Games Parlors
Richmond Heights, a city near Euclid, in Cuyahoga County, has changed its zoning code so that Skillz Zone, a skilled-game parlor, which operates much like an Internet café, can open its doors for business. City Council felt that Skillz Zone was small enough and out of the way enough not to be a distraction to local residents.
By law, games of skill are permitted. Cash payouts are prohibited and prizes awarded, such as gas or gift cards, must be $10 or less in value. State officials believe such parlors don’t abide by the law. The Ohio Casino Control Commission only oversees such operations. They have no authority to license or regulate such businesses.
