Cleveland Casino Second Phase on Hold
The current home of Horseshoe Cleveland, in the Higbee Building in downtown Cleveland, was supposed to be temporary until the Phase 2 casino was built on the riverfront.
Now there are rumors of Dan Gilbert, owner of Rock Ohio Caesars, which operates the Cleveland casino, looking to buy the Higbee Building as well as develop casinos in Baltimore and Toronto. And a deal between Rock Ohio and Governor Kasich that allows the existing Higbee Building site to remain permanent has people wondering if there will be a Phase 2. Rock Ohio and Cleveland city officials still insist Phase 2 will happen, but unsure of a timetable. Speculation is that if Phase 2 does happen, it will be several years from now.
