The site for the new racetrack with VLT facilities is being cleared, but actual construction will not begin before March 2013. March is the earliest the Ohio State Racing Commission will consider Penn National’s license application. This is because of a proposed rule change that would codify the $75 million transfer fee. Penn National wants to transfer its racetrack permit from Beulah Park in Columbus to the Hollywood Slots at Mahoning Valley Race Course. At this week’s meeting, the racing commission approved the relocation rules. The racing commission will review and hold public hearings before deciding on the relocation application, anticipated around summer 2013.
The Ohio Lottery Commission must also approve Penn National’s application for VLTs at the relocated racino in Austintown. Construction should take about a year and a half, and the racino is expected to open in 2014.
