As expected, Rock Ohio Caesars, owners of Horseshoe Cleveland, plan to buy the Higbee Building, current home of the Cleveland casino. If the sale is approved, the owners plan to build a skywalk between the Higbee Building and the casino parking garage.

Dan Gilbert, owner of Rock Ohio Caesars, tweeted that yes, there will be a second phase, which calls for a casino on the riverfront. The constitutional amendment that brought casinos to Ohio permits only a single casino in Cleveland. However, an agreement with the Governor allows for two sections as long as they are physically connected. Tower City is expected to be that link.
